East Side, West Side and all around the town, residential property values in St. Paul shot up between 1993 and 1998, reversing a trend that once split the city's prosperous western half from the stagnating east.
Six years ago, property values in St. Paul were sinking north and east of downtown. Any home in the city that increased 10 percent or more in value from 1988 to 1992 was almost certain to be found west of Rice Street. Areas such as the lower North End and Payne-Phalen, forced to deal with absentee landlords and plant closings, saw home values slide.
