Electricity.During the discussion on power liberalisation, Germany expressed its opposition to the very principle of a (continental) European fee charged to all power producers and customers seeking access to the grid. Germany still favours a system whereby only exporters and importers would be charged an additional fee for a cross-border transaction. They want to ensure that "non-exporting generators and consumers not benefiting from imports are not charged with cross-border costs".
