The bilateral Agreement would in particular focus on the major principles of the EU's 1996 Electricity Directive (96/92/EC), i.e. a reciprocity clause (whereby it is only possible to sell power abroad to customers that would be eligible in the country of origin); independence of transmission system operators (TSOs) vis-a-vis generation and sale/distribution; third party access to the grid; role of the Electricity Regulator.
