The controversy over for-profit charter schools in Duluth and a proposal for one in Minneapolis isn't deterring efforts to expand the number of nonprofit charter schools in Minnesota, particularly in inner-city neighborhoods of Minneapolis and St. Paul.
Nationally, the push for nonprofit charter schools is gaining momentum, too. Minnesota passed the first charter-school law in 1991. The first charter school opened in St. Paul the following year. In 1997, the national total passed 800, up from 480 in 1996 and 171 in 1995. President Clinton has talked of 3,000 by the year 2000.
