After nearly 20 years of turmoil over international fishing rights, citizens on Minnesota's remote Northwest Angle say they have a solution: Secede from the United States and join Canada.
Under a constitutional amendment introduced Wednesday by Rep. Collin Peterson, D-Minn., residents of the Angle and nearby islands could vote to detach the northernmost blip from the continental United States at the 49th parallel, enjoy more liberal Canadian fishing privileges and acquire dual citizenship.
"It's probably a long shot," the Seventh District congressman said in something of an understatement.
