Minnesota's attempt to build a $100 million freeway-style bridge across the St. Croix River near Stillwater was dealt a potentially fatal setback Monday when a federal judge agreed the project would have an adverse effect on the scenic riverway.
The ruling was a significant victory for environmentalists, the National Park Service and other opponents, who have argued that the new bridge would damage the free-flowing nature of the federally protected river, alter the region's landscape and even encourage urban sprawl from the Twin Cities metro area into western Wisconsin.
