On a ridge overlooking an abandoned rock quarry in Burnsville, Richard McGowan points confidently to where he thinks the Twin Cities area's first major outdoor amphitheater should take shape.
"Here is where it starts, right here," said McGowan, bringing his car to a dusty stop. "This here would be the permanent seating . . . all the concessions and things will be down in this area here."
