A St. Paul woman who received racial hate messages by parcel post says she believes that they weren't aimed at her personally, but were part of an effort targeting blacks.
In December and early January, packages and letters marked with racist phrases were delivered through United Parcel Service (UPS) to several black companies, politicians and activists, including Angela Jackson, a first-year student at William Mitchell College of Law and cofounder of Afro-Centric Arts of Chicago.
