The concept is as vital now as it was in 1965 when Great Society visionaries brought forth an ambitious federal plan to give low-income children a better chance of success in school.
The Head Start vision has survived and even thrived through the government-shrinking '90s despite nagging questions about the quality and effectiveness of the program that will cost federal taxpayers $3.6 billion this year.
President Clinton proposed this month to increase funding until the program serves 1 million children in 2002, up from 700,000 when he took office.
And the administration is considering a proposal to mesh Head Start with child care as welfare ...
