This was supposed to be the Maple Grove that had put the past behind it - the angry citizens against lower-income housing, the federal inquiry into the city's housing practices, and the not-so-subtle insinuations that the city did not welcome minorities.
According to the city's latest scorecard, that was all history.
Three hundred lower-income apartments were on the way, $14 million was spent last year alone on affordable and senior citizens' housing, and a new attitude, the city said, had taken root.
