Spending is down, but taxes will still go up, according to the 1998 Ramsey County budget presented Tuesday to the County Board.
Although the county is losing some of the responsibility and state aid for welfare programs, the price of criminal justice continues to rise.
Worrying most officials, however, is the fact that the proposed levy shifts the tax burden from businesses to homeowners, owing to legislation this year that cut tax rates for commercial property.
