Most cooks tend to either follow recipes more-or-less to the letter or take recipes as starting points, changing quantities and ingredients without blinking an eye.
Those in the freewheeling camp might stick to the text of an occasional recipe, particularly if it's the first of its kind they're preparing. And those in the follow-the-recipe camp might deviate a bit from a recipe if they've made it many times.
The only unsymmetrical aspect of this arrangement is for stick-to-the-recipe cooks who cannot use one of the ingredients a recipe calls for.
