St. Paul has agreed to pay a record $225,000 to a quadriplegic to settle his claim that police beat him when he could not follow their orders to raise his arms and get out of an automobile.

"I think they [the city] looked at this realistically as one that they would lose," said attorney Robert Bennett, who represented 32-year-old James Brendale of St. Paul. The settlement was reached last month and was approved by the City Council several weeks later.
