A number of states have taken action to curb abuses of the foreign exchange program. Some have tackled intra-district transfer issues, too.
However, a comprehensive state-by-state analysis isn't available. About 90 percent of the nation's 20,000 high schools fall loosely under the umbrella of the National Federation of State High School Associations, but states still retain a lot of discretion on eligibility issues. "The 51 different high school associations are autonomous and operate like mini-NCAAs," said Helen Upton, a federation assistant director. "Secondary education is very community-based. What is an issue in one community is not in another."
