After two women were sexually assaulted and killed and several others attacked in parking ramps in the Twin Cities in 1988, ramp safety standards and security measures were forever changed.
- St. Paul passed an ordinance requiring certain safety measures, and Minneapolis residents, city officials and business owners came up with an extensive list of recommended changes.
- In 1989, the Minnesota Supreme Court ruled that ramp owners must take reasonable steps to deter criminal activity, although the court didn't detail the steps.
