For a couple of years, Gov. Arne Carlson has had behavioral problems when it comes to public education. He's been like the kid in the last row of the classroom, doing everything possible to draw attention to himself and away from the important lesson of the day.
The biggest spitwad that he tossed at public confidence came on July 24, when Bruce Johnson, Carlson's appointee as commissioner of the Department of Children, Families and Learning, released a so-called report card on public education in Minnesota.
