SHEBAA, Lebanon _ From this mile-high village on a mountainside, one can barely see the green plateau called Shebaa Farms.
But that flat, 10-square-mile stretch near the junction of Lebanon, Syria and Israel is the next issue threatening peace for the longtime antagonists in the Middle East.
People in Lebanon say the dozen farms that have been there for a century or more are Lebanese. Israel's withdrawal from Lebanon is incomplete, they contend, until it withdraws from the Shebaa Farms, too.
