Jun. 13--West Virginia should spend almost $160 million in federal welfare savings on programs to help low-income people keep the jobs they find and to help parents improve themselves and conditions for their families, a federal official told state lawmakers on Monday.
"West Virginia is one of the states with the largest amount of unspent federal welfare dollars," said Olivia Golden, assistant secretary for the U.S. Administration for Children and Families.
Federal welfare legislation will be up for renewal in 2002. Congress will decide whether to continue to let states keep the money that was saved when the 1996 law required states to cut families off ...
