SUVA
FORMALLY, Fiji is under military rule. But, puzzlingly, at least for outsiders, that rule does not seem to extend to the Parliament buildings in Suva and their grounds. The once serene lawns have been transformed into something resembling a Fijian village. Around the thatched-roofed parliamentary buildings an assortment of tents house delegations from Fiji's provinces. Whenever there is a lull in Suva's heavy tropical rains, every parked vehicle is festooned with clothes hanging out to dry.
