LOS ANGELES _ WBC welterweight champ Oscar De Hoya vowed that he is done paying the major boxing organizations title sanctioning fees, which usually are calculated by taking 3 percent of a boxer's purse and which can soar to several hundred thousand dollars depending on the magnitude of the fight.
Because of his decision, it wasn't apparent until a few days ago, when fight promoter Bob Arum decided to pick up the tab, that the WBC would sanction De La Hoya's bout tonight against Shane Mosley as a title fight.
