President Estrada, presiding at the inauguration of the P4.4-billion Umiray-Angat Transbasin project in Bulacan yesterday, called it the start of his program to make water available to Metro Manila residents 24 hours a day.
Core of the project is a 13-kilometer tunnel bored through the Sierra Madre mountain range linking the Umiray River in Quezon province to the Angat Dam in Bulacan.
That enables the dam to increase water supply for the metropolis by nine cubic meters per second. At the same time, the water from Umiray will increase the dam's power output by 122 megawatts a year.
