The Gary Sanitary District, which provides wastewater treatment for most of Northwest Indiana, cleared its first hurdle in trying to get relieved of its 20-year-old debt to the federal government. The $1.5 million that the sanitary district owed to the Environmental Protection Agency from discrepancies in a 1976 grant was wiped out with
