In 1995, worldwide there were 1.4 billion children aged 6 to 17, of whom 428 million, almost all in the developing world, were not enrolled in school. Among children aged 6-11, 145 million did not have the benefit of even basic primary education. Girls constitute the majority out-of-school children; 236 million girls and 192 million boys either never entered school or dropped out early.
