When it comes to the ``debate'' on national missile-defense systems, there is one question it does take a rocket scientist to understand: Will it work? More than a few of this country's top scientists and engineers answer with an emphatic no.
``It may never be ready. This is basically a flawed process,'' Kurt Gottfried said at a news conference last week at Cornell University. Gottfried, a physics professor, is chairman of the Union of Concerned Scientists. The $60 billion Clinton administration plan to shoot down United States-bound ballistic missiles launched by ``terrorist'' or ``rogue'' nations is scientifically unsound, the group said.
