A City Council member who claims mosquito-control operations in the city are inefficient will state his case today for abolishing the city's autonomous mosquito-control boroughs.
William H. Pierce will ask his fellow council members to place the public service under the supervision of the city manager, despite the fact that the council has approved an independent management study of mosquito control.
By state law, mosquito control in Chesapeake is spread among five boroughs, each overseen by an unpaid three-person commission. The boroughs operate independently from the rest of city government and are funded through special tax districts.
