Milwaukee _ Phil Garner was born in 1949, smack in the middle of the Truman administration. His baseball career eventually brought him to Milwaukee, where in his first big-league managing job he demonstrated two similarities to Harry Truman the president:
Plain-spoken honesty.
A realization that eight years in office was enough.
Truman decided not to run for re-election in 1952. Garner decided last season that he would not return for a ninth year as Milwaukee's manager in 2000.
