Beach city leaders said Wednesday they will not approve a $167 million partnership with Armada/Hoffler Holding Co. to build a town center until they are assured that an FBI inquiry into the firm's Chesapeake city jail construction project is settled or is not relevant.
The FBI inquiry, which has not been publicized until now, began months ago, but most members of the 11-member Beach City Council were not told of it until a closed-door council session Tuesday.
