AFTER VISITING CUBA WITH a delegation of Arkansas farmers, I remain convinced that the embargo in Cuba helps Castro more than it hurts him. In my mind, this embargo currently only serves two purposes: It gives the Castro regime a scapegoat on which to blame everything wrong with Cuba, and it prevents American farmers and businesses from exporting products to Cuba's 11 million people.
