Given the populous, increasingly far-flung nature of the art world and the fact that there is so little consensus about the achievement and direction of contemporary art, the curatorial structure of the 2000 Whitney Biennial made a lot of sense (and so did the decision to finally include foreign-born artists working in this country, as well as U.S. citizens).
