The governors of Ohio and Kentucky, mindful of the fact that education consistently tops the list of voter concerns, turned the spotlight on teacher training this week.
Producing high-quality teachers has become a national initiative, promoted since last summer by the Clinton administration, educators say.
''The research is conclusive showing that the key to raising student achievement is raising professional standards for teachers,'' said Tom Mooney, president of the Cincinnati Federation of Teachers. ''All the other variables - how you organize a school or what curriculum you offer - don't make as much difference as knowledgeable, skilled teachers.''
