The family of a Cincinnati man who died at the Kenton County Jail last year has filed a federal lawsuit in Covington claiming that deputies used excessive force to subdue the man.
Michael Labmeier, 48, who had a history of mental illness, died on Jan. 29, 1999, after being subdued in the Kenton County Jail, where he had been held for several days on a charge of stealing a car.
A lawsuit filed last week by Caroline Fuller of Cincinnati, on behalf of Labmeier's survivors, said deputies used a chemical irritant on Labmeier, hog-tied him and left him in his cell without proper medical treatment.
