''The X-Files'' producer Chris Carter says he blames Fox for the cancellation of the virtual-reality war drama ''Harsh Realm'' after just three episodes last fall when the series received low ratings. ''We never got the support or promotion we needed,'' Carter says. ''The show was launched at the wrong time with no thought or energy (from the network) behind it creatively or financially.'' A Fox spokeswoman responded by saying, ''We regret that we were not able to help 'Harsh Realm' build the audience it deserves, but we are pleased that the series has found a home on FX.''
