Jul. 19--Using contrasting images of a stately suburban high school in Cranford and a cramped elementary school in Burlington City as backdrops, Gov. Christie Whitman yesterday signed into law a $12 billion program to overhaul aging and crowded public schools across New Jersey.
The new school building program shapes up as the largest construction program ever undertaken in the state. About $8.6 billion of the school construction tab will be paid by the state with the rest being picked up by the local districts.
