I take great pleasure to be here, in Chisinau, the hospitable and friendly capital of the Republic of Moldova, participating in the Second Meeting of the Council of Ministers of Foreign Affairs of the Black Sea Economic Cooperation Organization (BSEC), marking its first year of existence.
Talking about emotions and public speakers, Sir George Jessel once said that "The human brain starts working the moment we are born and never stops until we stand up to speak in public."
That is why I shall apply the lessons of Franklin Delano Roosevelt: Be sincere; be brief; be seated.
