Why has St. Charles County be come the whipping jurisdiction for much of what supposedly ails the St. Louis region? For an area where the numbers look impressive--population up, jobs up, income up--the public image outside the county is far from glowing.

If the City of St. Louis ever dies, one anticipates that many will convict St. Charles County of committing murder.
