Warning that New York City will not attract new business without more affordable housing, Manhattan Borough President C. Virginia Fields urged the membership of Associated Builders and Owners of Greater New York and the Giuliani Administration to take more aggressive action now to develop new affordable housing, especially in Central Harlem.
Fields said New York City should realize that it was losing the ability to attract new business because housing a workforce was so cost prohibitive. She attributed this to the spiraling cost of vacant land and offered a solution that was used in previous administrations.
