MONTREAL
AS THE 20th century draws to a close, many Canadians recall the bold vision of Prime Minister Sir Wilfrid Lauder, who served from 1896 to 1911. He predicted that the new century would "belong to Canada," that the country would fulfill its promise through the development of its abundant natural resources.
