Insurers are heartened that regulators intend to listen to several of their suggestions regarding health privacy standards.
In general, insurers had opposed including health information in the scope of any regulation established to implement the Gramm-Leach-Bliley Financial Modernization Act. Additionally, companies opposed opt-in standards when health information is used among affiliates, preferring opt-out standards that would require consumers to state that they did not want information shared.
