Is ERP always the best solution?

Imagine a manufacturer with revenues around Euro 1 billion. After years of cost cutting, its departments are fairly efficient: production achieves good utilization; transport costs are low; sales hits revenue targets; and a mix of in-house AS/400 and Microsoft-based systems capture all transactional data.
