BOTH THE STATE ATTORney General's Office and attorneys for Southwestern Bell Telephone Co. are trying to determine whether the War Memorial Stadium Commission has the right to allow Alltel Corp. to install an $11,000 phone system in the state-owned football stadium without puffing it out for competitive bids.

Southwestern Bell and Alltel also are trying to figure out if they have been pitched misleading advertising conk tracts, and if so, which one of the two phone service companies will get to recover the fumble.
