The Nunn Defense
SENATOR SAM NUNN recently proposed a groundbased defense of key U.S. sites against Soviet missiles--the so-called "point" defense--in a speech to the Arms Control Association. His staff said he had in mind an anti-ballistic missile called the ERIS.
The Arms Control Association was giving Senator Nunn an award for his efforts to emasculate the SDI test program. After the speech, Spurgeon Keeny, head of the Arms Control Association, called the Nunn proposal a "slippery slope," apparently because it seemed to be the opening wedge for the dangerous notion that the U.S. should be able to defend itself against Soviet nuclear attack.
