The president fled to Europe Tuesday, and no wonder. Washington is in full spring splendor, but the din from Kosovo critics is deafening and our petal-paved sidewalks have all sorts of graffiti written on them.
Just a week ago, the House registered a series of votes of unprecedented incoherence about the war. Republicans refused to back the bombing, forbade Clinton to send ground troops without their permission, declined to end the war, and then voted to finance it at double the rate the president asked for. What it all came down to was a crude message chalked on a sidewalk from House Majority Whip Tom DeLay of Texas: ``Tom hates Bill.''
