In a terse announcement that seemed to confirm recent diplomatic advances, the North Korean government yesterday publicly stated that it would refrain from further missile tests while talks with the United States are under way.
The statement, carried by the official Korean Central News Agency, said the halt in missile tests had been decided ``in order to create a more favorable atmosphere.''
It appeared to bolster assertions of the Clinton administration that the recently announced easing of American sanctions against North Korea was justified by a new North Korean commitment to ease regional tensions by suspending the country's missile tests.
