Every town faces tough decisions from time to time, usually over issues such as growth, crime or budgets.
But officials in Oakland are in a ticklish dispute with one of their oldest and longest-term residents. Who owns the City Hall bell?
The cast-iron bell, which stands about 2 feet tall, has been atop City Hall in this Douglas County town since the mid-1950s. The city recently removed it to mend the roof and now wants to put it in a museum.
But 99-year-old Walter ``Turk'' Manning and his wife, 90-year-old Maybelle, want it. Manning bought and installed the bell while he was the police chief. Manning became Oakland chief in 1951, when he took ...
