As the satellite-TV industry tells it, it's one of those David and Goliath stories, where an underdog cleverly uses technology to slaughter a dauntingly stronger rival.
But now, thanks to legislation passed by Congress and awaiting President Clinton's signature, satellite-TV operators - or ``satcasters,'' as they are called in the industry - say they are ready for a full-scale battle with cable-TV companies to get into the homes and pocketbooks of millions of Americans.
