A developer is giving up on a proposed mountain resort in north-central Washington's upper Methow Valley, saying delays in obtaining state permits have doomed the project.
Seattle-based R.D. Merrill Co. accused state Department of Ecology officials on Tuesday of dragging their feet in considering water-rights applications for the Arrowleaf Resort.
The project was to have featured about 500 vacation homes, a 100-room lodge, a golf course, and other amenities on a 1,200-acre site outside Mazama on the Cascades' eastern slopes.
