MOSCOW _ Amid growing dread that a British rescue team may arrive too late to help the 118 seamen aboard the submarine Kursk, sorrowful Russians are looking for someone to blame. At the top of the list are President Vladimir Putin and the Russian Navy brass.
Prime Minister Mikhail Kasyanov on Thursday described the situation as "almost catastrophic," as four Russian rescue vehicles took turns trying to connect with the listing submarine, which is under about 350 feet of water off the northwest coast of Russia.
