AUSTRIA'S chancellor, Mr Franz Vranitzky, complains that since he took office 18 months ago only two foreign heads of government have visited the country-the prime ministers of the Soviet Union and Liechtenstein. King Hussein of Jordan, who came to Vienna last week, was the first head of state to visit the country in all those months. The shunning of Austria is one result of the world's unease over President Kurt Waldheim's determination to ignore well-substantiated criticism that he has lied about what he did in the second world war. Yet he says he is serving his country by standing firm.
