The U.S. Coast Guard says ferry boats on Puget Sound need to carry enough life rafts for every passenger on board. So does the National Transportation Safety Board. Officials at Washington State Ferries say they don't. Only time and fate will prove who's right and who's dead wrong.
Must the definitive answer come only in the wake of a serious ferry mishap? A shortage of life rafts will cost lives or it will not. If the ferry system is right, it will save money. If the ferry system is wrong, it will cost lives.
