Natural disasters ``more intense than in the past'' have hit the United States in the 1990s, and losses dictate that communities and businesses take preventive measures before such calamities, the boss of the Federal Emergency Management Agency said yesterday.

James Lee Witt said California cities have saved millions of dollars in potential El Nino damage this winter by such mundane preparatory measures as Santa Barbara cleaning out its ditches and the San Diego Zoo trimming branches near power lines.

Witt was in Seattle to pledge $1 million in seed money toward a public-private partnership designed to make Seattle more disaster-resistant.
